Realistic Lighting Overhaul (RLO) is the fourth iteration of the popular lighting mod, Realistic Lighting without Post-Processing. Forced it to be computed only for water to avoid game visual bugs for non water objects, especially interiors. If you are using the All-In-One or Player Homes module, you need to pick options in your lighting mod to not edit vanilla player homes. USSEP changes that were missing have been carried over to RLO Exteriors and Interiors. Try Windhelm, it has a pretty nice interior despite it's creepy backstory. My solution has been 'ELFX Enhanced Brighter Lights' which so far as I can just fixes the colour balance.
